Specifically, the environment protection tax rate for gasoline is proposed by the Ministry of Finance at the ceiling price of VND 4,000 per liter, up by VND 1,000 compared to the current rate. The oil price is VND 2,000 per liter, up VND 1,100-1,700 per liter compared to current rate.

Ministry of Finance: It is necessary to raise the environment protection tax

The latest draft of the resolution on the latest environment protection tariffs has been signed by the head of the finance sector, Mr. Dinh Tien Dung sign and sent to the Standing Committee of the National Assembly.
According to the Ministry of Finance, the environment protection tax on gasoline, oil, which has been in place since 2012, has brought about remarkable results such as enhancing environmental responsibility and awareness, encouraging production, Consumption of goods, meeting the requirement of sustainable development; At the same time, to ensure the national interests in the context of deep integration when gradually reducing import tax according to international commitments.

Tổng số thuế bảo vệ môi trường dự kiến thu sẽ vào khoảng 57.612 tỷ đồng/năm, tăng khoảng 15.189 tỷ đồng/năm nếu thuế môi trường với xăng dầu tăng kịch khung

This tax also contributes significantly to the state budget. Specifically, the period from 2012 to 2017, total revenue from environment protection taxes is over 150,000 billion, an average of more than 25,000 billion per year, "the Ministry of Finance said.
Anyway, the Ministry of Finance maintains that the present socio-economic context of the country necessarily needs to study the adjustment of environment protection taxes to an appropriate level. Because the retail price of petroleum in Vietnam is basically lower than that of other countries sharing borders and some countries in ASEAN and Asia. Currently, Vietnam's petroleum retail price ranked 47 from low to high among 167 countries and less than 120 countries, at 19,980 VND / liter.
The studies show that the goods subject to environment protection taxes such as gasoline, oil, grease, coal, plastic bags ... in the process of use has a negative impact on the environment. And also, according to scientists, to return to the environment, the tax on the above items must be adjusted much higher, "the Ministry of Finance argues.
In order to preserve its high tariffs, the submission signed by Minister Dinh Tien Dung also included statistics that the ministry has consulted widely on the sector's electronic portal. Specifically, out of 77 opinions, 19 opinions were received from ministries, 43 from localities, 5 from other associations, enterprises and organizations.
Basically, according to the Ministry of Finance, opinions agree with the need for content of the draft. Inside, 47/77 agreed completely. The remaining comments are also the Ministry's explanation, acceptance .
Raise the tax bracket, collecting USD billions more
According to calculations by the Ministry of Finance, if the environmental protection tax on gasoline is increased from VND3,000 / liter to VND4,000 / liter, the oil price will increase dramatically to VND2,000 / liter , The tax will be around VND55,000 billion VND/ year, up VND14,368 billion VND/ year.
Beside to gasoline, other items such as coal, HCFC, plastic bags, also proposed by the Ministry of Finance increased from 1,000 to 10,000, depending on type.
Specifically, for coal, the expected increase of 5,000 to 10,000 per ton. The total revenue that the Ministry of Finance calculated after tax increase for this item will be about 2.385 billion VND/year, up about 795 billion VND/ year.
For the plastic bag, with the proposal to increase 10,000 VND per kg (from 40,000 VND / kg to 50,000 VND / kg), the total revenue will be about 67.5 billion VND, increasing about 13.5 billion VND / year. As for the solution, with the proposed increase of 1,000 VND per kg (from 4,000 VND / kg to 5,000 VND / kg), the total revenue will be about 63.5 billion VND, increasing about 12.7 billion VND / year.
According to the Ministry of Finance, if the plan is increased, the total amount of environmental protection taxes is expected to be about 57,612 billion VND/year, an increase of about 15,189 billion VND/year.
This is not the first time, the Ministry of Finance put forward plans to increase the environment protection ceiling for gasoline. And once launched, the Ministry of Finance also vehemently opposed. Opponents argue that the increase in tariffs is unreasonable.
In addition, the Ministry of Finance's tax option is that environmental protection is almost unacceptable. This item has applied quite high tax rates since the year 2012. However, at the end of November 2017, the World Health Organization (WHO) still ranked Vietnam as one of the countries with cell status air pollution in Southeast Asia.
In mid-February, the Aqicn.org website, the world's leading provider of urban air pollution data, said the PM2.5 fine dust index in Hanoi was up. 256 - 256 particles of PM2.5 in 1m3 of air. This is a very bad level, warning of emergency pollution to all groups. At the same time, the air quality index (AQI) in Bangkok (Thailand) is 186, in Jakarta (Indonesia) is 165. Ho Chi Minh City - the largest city in Vietnam has an AQI of 169. All three cities It is not good for all groups.
The AQI in Hanoi measured one year ago (January 2017) of 156 - that is 156 PM2.5 dust particles in 1m3 of air, not good for everyone, including healthy people and People with respiratory problems.
The question is, not how much the Ministry of Finance's tariffs increase with gasoline, but where the actual tax increases are spent. Not how many trillions of dollars are spent on environmental projects, but how much the environment actually, is and will be protected.
