Ministry of Finance has stated that the reason for the amendment of Decree 140 is that according to the State Budget Law, registration fee is 100% of local budget revenue. The revenue of this item in the period 2012-2017 on average accounts for about 2% of total budget revenue, equivalent to 2.8% of total domestic revenue. In addition to the results, Decree 140 of the Ministry of Finance has gradually revealed the limitations that need to be adjusted to suit the current conditions in Vietnam.
For example, on the price of registration fee, Decree No. 140 regulates: In case of cars or motorbikes, the actual transfer price on the market increases or decreases by 20% compared to the price calculated for registration fee in the price list (Ministry of Finance) The Ministry of Finance shall adjust the prices of registration fee of such assets.
Last time, implementing international commitments on import tax reduction, market prices of many models have been on the downward trend, but the reduction is less than 20%, so they are not eligible for price adjustment for registration fee these vehicles.
