In order to preserve its high tariffs, the submission signed by Minister Dinh Tien Dung also included statistics that the ministry has consulted widely on the sector's electronic portal. Specifically, out of 77 opinions, 19 opinions were received from ministries, 43 from localities, 5 from other associations, enterprises and organizations.

Raise the tax bracket, collecting USD billions more
According to calculations by the Ministry of Finance, if the environmental protection tax on gasoline is increased from VND3,000 / liter to VND4,000 / liter, the oil price will increase dramatically to VND2,000 / liter , The tax will be around VND55,000 billion VND/ year, up VND14,368 billion VND/ year.
Beside to gasoline, other items such as coal, HCFC, plastic bags, also proposed by the Ministry of Finance increased from 1,000 to 10,000, depending on type.
Specifically, for coal, the expected increase of 5,000 to 10,000 per ton. The total revenue that the Ministry of Finance calculated after tax increase for this item will be about 2.385 billion VND/year, up about 795 billion VND/ year.
For the plastic bag, with the proposal to increase 10,000 VND per kg (from 40,000 VND / kg to 50,000 VND / kg), the total revenue will be about 67.5 billion VND, increasing about 13.5 billion VND / year. As for the solution, with the proposed increase of 1,000 VND per kg (from 4,000 VND / kg to 5,000 VND / kg), the total revenue will be about 63.5 billion VND, increasing about 12.7 billion VND / year.
According to the Ministry of Finance, if the plan is increased, the total amount of environmental protection taxes is expected to be about 57,612 billion VND/year, an increase of about 15,189 billion VND/year.
This is not the first time, the Ministry of Finance put forward plans to increase the environment protection ceiling for gasoline. And once launched, the Ministry of Finance also vehemently opposed. Opponents argue that the increase in tariffs is unreasonable.
In addition, the Ministry of Finance's tax option is that environmental protection is almost unacceptable. This item has applied quite high tax rates since the year 2012. However, at the end of November 2017, the World Health Organization (WHO) still ranked Vietnam as one of the countries with cell status air pollution in Southeast Asia.

The question is, not how much the Ministry of Finance's tariffs increase with gasoline, but where the actual tax increases are spent. Not how many trillions of dollars are spent on environmental projects, but how much the environment actually, is and will be protected.
